. it was a year ago today, 15- year-old sierra lamar disappeared, a man has been charged but we will tell you how her family is marking the day coming up. >> early morning police search in berkeley shuts down a neighborhood.

the robbery that started it all and forced a neighborhood lockdown. >> and shots ring out in napa. what happened just before a deadly officer involve shooting overnight. >> complete bay area news coverage starts right now. this is ktvu mornings on 2. >> and good morning. welcome. it's saturday march 16th. >> good morning. we will get right to rosemary for a check of the forecast. >> good morning. waking up with clouds and fog once again even patchy and dense in some cases. i will show you where. a bit of a cool start and a minor drop in temperatures for the afternoon. i will have those numbers and a few days out i see rain. >> berkeley police caught one of the suspects in a double shooting. around midnight two armed robbers went into the music and dance community center. the gunman demanded valuables. during the robbery the two shot

and wounded a couple of employees. officers just happened to be in the area when they got the call. >> officers saw someone leaving the area that may have matched the description -- the officers stopped that person and he fled from the officer. >> reporter: a team blocked off the area. police eventually located and arrested the suspect but there is no word on the second gunman. the two shooting victims are reportedly in serious condition. overnight a deadly police shooting in napa. it happened around ten east in american canyon. police say they tried to stop a white pickup truck for a traffic violation but the driver fled. the chase ended later. police then fired, killing the male driver. it's not clear why the officers fired. a task force including napa police and the sheriff's office has been activated.

>> protesters had ers marched downtown last night. we shot video of scratched windows at the oakland tribune offices. the newspaper reports a window pane was shattered and five banks were vandalized. >> new information about a deadly shooting at a richmond bart station. police gave out flyers to passengers last night. they are looking for anyone who saw a man shoot and kill another man. >> i ducked and sought guy fall. >> what did you do? >> my wife was waiting for me to pick me up and i went to her car and we left. it was -- crazy out here. >> reporter: bart police reveal the bullet also grazed a 26- year-old. he was treated at a hospital

and released. detectives first thought there were two shooters but now they say they are looking for just one suspect. they believe there was an altercation before the shooting. >> sierra lamar disappeared a year ago today. police say they believe she was kidnapped walk together bus stop not far from her home. her purse, clothes and cell phone were found in fields, close to where she was last seen. hundreds of volunteers and several searches have been done. two months after she disappeared police arrested a 21-year-old for her kidnapping and murder. police say his dna was found on her belongings found in the field. they say lamar's dna was found in his car. authorities say he has not confessed to committing the crime. in just a few hours friends and family of sierra lamar will mark the anniversary. alex live for us this morning in morgan hill with more on today's events. >> reporter: good morning.

her friends and family have not given up hope of finding her. they have been coming down every saturday and continuing to search for the past year. they have all been meeting here at this former elementary. they will do another search later though today may feel different. at nine her family will mark the first anniversary of her disappearance. the family will hold a news conference and release balloons to honor her. the 15-year-old went missing a year ago today while going to school. though someone has been charged with murdering her her body has never been found. there have been a lot of volunteers who have been here since the beginning and i want to bring in one of them. that's chris from san jose who just arrived here at the search center. you have your vest on. are you leady -- you are ready to go. why do you keep coming down here? >> i'm coming down to give back to the community president that's what i like to do is help and give until my heart

bleeds out this is a great cause to come out and help and we urge people to come help. the more the better. still going on. we have big turn outs most days. it's every saturday. it's just something good to do. >> reporter: what continues to give you hope you will be able to find her? >> the family. we have hope as the family does and we want to keep the family keeping hope and that's why we do this. >> reporter: thank you. one of the volunteer searches who will take part. also want to point out this ongoing search has been oed by the class kids foundation. they have planned a child safety and fundraising event that will happen later today that. at niles hall and that goes from one in the afternoon until five in the afternoon and then of course following that news conference the family will hold at nine here. in morgan hill, then all the

volunteers will fan out again, continuing to search for sierra one year later. live in morgan hill. >> a young man from scott's valley is back with his family. matthew abraham was on a bus from san francisco to nevada when another passenger realized he likely had a medical condition. the man went to a library in utah where he learned the 20- year-old was missing and then he called authorities. family members say he suffered a head injury in a biking accident and wasn't sure of his identity. >> worked with this -- at that point this unidentified person to make sure that he didn't leave this library. this person that was traveling with him did a great service to us and everybody. >> family members now heading to utah to bring him home. >> here we are the last weekend of the winter season because next week officially marks the start of spring. >> you are right. it arrive on the 20th and i'm looking at spring showers in

the forecast for the first day of spring between now and then we will be drying relatively mild out there. temperatures will stay above the seasonal norm as we get in to the weekend. outside right now we are still about ten minutes the official sunrise and you can see from this view, yes, the fog and low clouds are back with us this morning. even seeing it a little patchy and dense, livermore checking in with visibility down to a quarter mile. santa rosa three quarters, earlier but now the airport reporting a mile and a half to two miles so that's good news. looks to improve for the time being and as we get through the morning it'll mix out. it'll burn away. we will be left with partly cloudy skies for the second half of the day. by noon looking pretty good. this looks to be the cool spot. overall the pattern is changing very little. this morning i'm seeing number was in a few degrees of what we had yesterday. if you are out early maybe you

the pope. the american delegation will leave for rome tomorrow. the house speaker declined the invite to go in order to continue budget work in washington. he announced a separate congressional delegation that will head to rome. >> in his address this morning the president spoke about focusing on funding energy research. >> i'm proposing we take some of our oil and gas revenues from public lands and put it toward research that will benefit the public. so we can support americans without adding to the deficit. >> yesterday he toured the argon national lab that focuses on renewable energy. he wants to set up a energy security trust. oil and gas revenues would fund projects like alternative ways to fuel vehicles. republicans say spending more public money could prove wasteful. the united states is boosting its missile defense

system in response to the latest threats north korea. the pentagon will put 14 more missiles in alaska. they are similar to the one tested here. north korea television has been broadcasting military weapon exercises live. they have threatened a nuclear attack against the united states due to washington's opposition to their nuclear program. active duty members of the military trying to get a college education are feeling the sequestr. they say they will no longer offer tuition help. a university is trying to bridge the gap. park university said it'll offer scholarships to active service member who lost benefits. >> it was very sad to me. the first thing to go shouldn't be educating the military. >> a group of senators has introduced legislation to restore funding for military tuition help.

a petition on the white house website asking for help to be reinstated has 100,000 signatures. >> police forces are falling across california. san jose's department suffered some of the deepest cuts, losing 20% of its officers. oakland saw a 15.5% decline. alameda more than 8%. san francisco 7.6%. three out of four police agencies cut officers. santa clara's force grew 12%. despite the cuts san jose will soon see more men and women patrolling city streets. the police academy graduated it's first class in four years. two women and 41 men received their badges and were sworn in yesterday. the mayor welcomed them. he said the city needs them after losing some 350 officers in the last five-years. >> i have always wanted to be

an aofficer, helping people, i love trying to get people to just do right and help the community. >> the new officers will now train in the field and then will be ready to go out on their one by midsummer. >> oakland police say they have a new strategy to combat crime in their city, divide and conqueor the city will be divided in to five different districts, each will have its own police captain. >> it's really neighborhood policing. we are slicing up the pie and giving commanders a smaller, more manageable area with the direction that not only are you going to fight crime but you are going to strengthen the partnership with the community. >> some think the strategy will work. police say they tried a similar approach years ago but they say a lack of resources forced them to eventually divide the city from five police areas down to two. police are looking for a

man accused of trying to kidnap a 12-year-old. investigators say the girl was walking home from school yesterday afternoon when a man asked her if she wanted a ride. the man grabbed her wrist when she said no. she was able to break free and run home. the suspect is a 19 to 20-year- old, six foot tall with a thin build. he has black, slicked down hair, a goat eric e and a pearced right eyebrow. >> friends and family of three people killed are preparing to honor their loved ones. private services are planned monday for a single mother and her two sons, . last night a vigil was held. >> it's hard. every day i just think about my family. i know that the lord took them

drunk drivers. a camera caught the aftermath of a dui accident. our crew was on a scheduled rid along when they saw this. officers say the man driving a classic buick was passing people on double yellow lines and drove into another car and a fence and admitted he had opinion drinking. >> i'm feeling disappointed in myself. i have been fixing up this car and i wrecked it. >> the man's passenger and the other driver had minor injuries. police expect more crashes before the day ends tomorrow night. last march 17th highway patrol made more than 300dui arrests and at least three people died in alcohol related crashes. now the cost of driving under the influence is on the rise. the mobile club of southern california said the minimum cost for a first time dui offender is just under $16,000. that's up almost 30% over the last two years. if you are under 21 you will

pay at least $22,000. 600 are arrested for dui every day. several checkpoints will be set up throughout the bay area. more than 700 people have been killed in drunk driving related crashes during the day from 2006 until 2010. people are encouraged to set a sober driver, take a cab or use public transportation. >> delani walker is working with madd. the tight end is honoring his aunt and up uncle. they were killed by an alleged drunk driver right after he played in the super bowl. he is still helping bay area fans by signing items to raise money for madd. a police officer in texas is a minor hit for a funny dash cam video. he fell and rolled down a

. one year ago today sierra lamar disappeared while walking to school. her family still wants answers. welcome back. >> good morning. police say she was kidnapped walking to a bus stop not far from her morgan hill home. a couple days later her purse, cell phone and clothes were found in nearby fields. she is believed to have been murdered but her body has never been found. the sheriff's department hopes the public can help. >> what i think the public s is where she may be. the people that know something, that are search and rescue volunteers haven't found. >> hundreds have searched to

find her. the suspect in her kidnapping and murder is awaiting trial. his dna was found on her items found in the field and her dna was found in his car. he has been charged with three attempted kidnappings in march of 2009. >> new information on a story we told you about yesterday morning about a man accused of carjacking a taxi. police identity him as a 25- year-old peter russell. he is charged with carjacking, assault with a deadly weapon and driving under the influence. investigators say he jumped on a cab and smashed the wind shield early yesterday morning. when the driver ran away russell stole the cab. they use the cab's gps to track it down. russell tried to run down the officers and one of them shot at him but missed. the cab was later found in the marina. this morning the fbi is searching for a bank robbery

suspect who was released before charges could be filed. police arrested him after the robbery at a mechanic's bank branch but he was released after charges weren't filed by the deadline. the fbi said local authorities were supposed to file charges to keep him in jail while federal authorities built their case. >> deputies are looking for two teens who escaped from juvenile hall. the 15-year-old and 18-year-old escaped yesterday afternoon. staff at the jail say that the two were last seen in a secure outdoor area. it's not clear how they were able to get out. the sheriff's department said one was being held for attempted burglary and vandalism. the other for property crimes. families are coming together to keep a sex offender from living in their bay point neighborhood.

they want a decision overturned releasing the man from the state hospital to a bay point cottage. an emergency stay that would have kept him out was denied. parents says it's just a quarter mile from an elementary school. >> we have countless children who walk by it, right past where he is being housed. >> he was convicted of commmmitting a lewd act with a child in 1989 and other crimes in the bay area in the early 80s. the owners of the cottage say people like him must be able to find a place to live. officers are warning atm users about a scam, the cash machines are onto inside of the city bank. customers must swipe their atm card into a reader. last sunday someone saw a fake.

passing of proposition 30. yesterday was the deadline to send layoff notices. we are proud to sponsor the great bay area service day for schools. more than 800 will visit to make improvements. a bay area comedy club damaged by fire is getting attention and help to bring the facilities and the laughter back. the pepper valley comedy theater in downtown fairfield suffered a million dollars damage on january 25th. investigators say it started in the attic. the community is now organizing a benefit concert next saturday at the downtown theater to help raise money to rebuild. >> a native american tribe in michigan has held it's first same sex marriage ceremony.

canning a plan to release more water from dams in to rivers the delta and bay. some say that would let salmon and trout to recover but farmers opposed saying changing river flows could drive up electricity rates and cause food prices to rise. some carnival cruise passengers back on dry land after their ship stalled. a generator problem on the dream caused the cruise to be cut short. passengers say the problem affected elevators and toilets. >> we had a slight disruption in elevator service. we had a slight disruption in the flushing of toilets. >> this is the latest incident involving a carnival cruise. more than 4200 were stranded for days last month when the triumph broke down. four ships have experienced problems recently. >> the grand princess will leave tonight for its

inauguration sail. it's the first to pick san francisco as it's home port year round. from pier35 the 2600 passenger ship will make 37 trips starting this weekend. they will make round trips to hawaii, alaska, mexico, and along the california coast. the grand princess is expected to generate one million dollars in revenue for the city. there is an online campaign urging larry ellison to help pay for the america's cup. he brought the international yacht race to san francisco and it'll be held this summer. organizes have been unable to reach their 32 million-dollar fundraising goal. a former supervisor hopes to enlist five thousand online to ask for help. >> ferries are going to start carrying baby life jackets on board. currently they only have adult and child but they expect to
